About

Culver’s — legally operating as Culver Franchising System, LLC — is an American fast-casual restaurant chain founded in 1984 by Craig Culver, his wife Lea, and his parents George and Ruth Culver in Sauk City, Wisconsin. The company is headquartered at 1240 Water Street, Prairie du Sac, Wisconsin 53578 — a small, picturesque river town about 35 miles northwest of Madison that sits directly across the Wisconsin River from Sauk City, where the original Culver’s restaurant opened. Culver’s built its identity on two proprietary products: its fresh, never-frozen ButterBurgers — griddled beef patties on a lightly buttered and toasted bun — and Fresh Frozen Custard made daily in-restaurant. As of April 2025, Culver’s operates over 1,000 restaurants across 26 states, making it the largest privately held fast-casual restaurant chain in the upper Midwest and one of the fastest-growing burger chains in the country. The company generates an estimated $1.8 billion in annual revenue and employs over 45,000 team members across its franchise network. In April 2025, Julie Fussner — previously Culver’s Chief Marketing Officer — was appointed as CEO, becoming the first woman to lead the company and its fifth CEO in history. Culver’s plans to open 59 new locations in 2026, its biggest single-year expansion ever, with Florida leading the growth push into new southern markets.

Culver’s headquarters is a purpose-built, 36,000 sq ft two-story prairie-style corporate campus on a 9-acre site overlooking Lake Wisconsin and the Wisconsin River in Prairie du Sac. Designed by Wisconsin architecture firm Strang and constructed by Kraemer Brothers, the facility houses a reception area, private offices, conference rooms, a large 150-person meeting space, a full commercial training kitchen, and a fitness center. The campus also serves as Culver’s training center for new franchise owner-operators and management team members from restaurants across the country. The building’s prairie-style horizontal design was inspired by the landscape of the Wisconsin River valley. Culver’s HQ is not open to the public as a walk-in consumer service center.

How to Escalate a Complaint

  1. Submit feedback through culvers.com/feedback first — Culver’s guest feedback form is the company’s primary complaint intake channel. It routes complaints to both Culver’s corporate quality assurance team and the relevant franchise owner-operator. Include the restaurant address, visit date, and specific issue.
  2. Call guest services — 1-833-224-7670. Have the restaurant’s address and your visit date ready. For food quality or safety issues, the guest services team escalates to the franchise owner-operator and the company’s food safety team.
  3. Contact the franchise owner-operator directly — Every Culver’s restaurant is independently owned. Ask to speak with the owner-operator or general manager at the location where the issue occurred. Franchise owners have direct authority and strong personal accountability — Culver’s franchise culture places significant emphasis on owner-operator engagement with guests.
  4. Send a certified letter to the Prairie du Sac HQ — Write to Culver Franchising System, LLC, Guest Services, 1240 Water Street, Prairie du Sac, WI 53578. Include the restaurant address, visit date, prior contact references, and the specific resolution you are requesting.
  5. Report a food safety issue to your state or local health department — For serious food safety concerns (illness, contamination, hygiene violations), contact the local health department for the county where the restaurant is located. Health departments conduct independent inspections and have enforcement authority.
  6. File with the BBB — Culver’s is listed with the BBB. File at bbb.org for a formal complaint on record requiring a corporate response.

Executive Leadership

Julie Fussner — Chief Executive Officer (since April 28, 2025)

Fussner is the fifth CEO in Culver’s history and the first woman to hold the title. She has been with Culver’s since 2017, serving first as the company’s Chief Marketing Officer — the first CMO in the chain’s history — where she oversaw all brand, marketing, digital, and customer engagement strategy. Her appointment reflects Culver’s succession model: deeply internal, values-driven, and oriented toward leaders who understand the brand from the inside. Under her CMO tenure, Culver’s significantly expanded its MyCulver’s loyalty program, launched the Culver’s app, deepened digital guest engagement, and built out its “Thank You Farmers” brand platform celebrating the Wisconsin dairy farmers behind the chain’s fresh custard. She steps into the CEO role at a pivotal moment — Culver’s is in the midst of its fastest-ever expansion, targeting 50–60 new openings per year, including aggressive moves into southern and southwestern states like Florida, Arizona, Tennessee, Georgia, and Arkansas where brand awareness is still growing. She leads over 670 franchise owner-operators and approximately 45,000 team members across 26 states.

Craig Culver — Co-Founder & Chairman of the Board

Craig Culver co-founded the brand with his wife Lea and his parents George and Ruth Culver in Sauk City, Wisconsin in 1984. As the chain’s first CEO — a role he held for 31 years until stepping down in June 2015 — he is the singular figure responsible for building Culver’s from a single family restaurant into a 1,000-location national franchise. His core principles — never-frozen beef, fresh daily custard, and genuine Midwestern hospitality — remain the non-negotiable pillars of the Culver’s brand. He continues to serve as Chairman of the Board from the Prairie du Sac headquarters, maintains strong visibility in Culver’s marketing and brand campaigns, and is widely regarded as one of the most respected founder-operators in the QSR (quick-service restaurant) industry
