About
Navy Federal Credit Union is the world’s largest credit union by both total assets and membership, headquartered at 820 Follin Lane SE, Vienna, Virginia 22180. As of Q1 2026, Navy Federal holds $203.6 billion in assets, serves 15.35 million members, and carries $144.5 billion in outstanding loans — figures that make it larger than many regional banks. Founded in 1933 as the Navy Department Employees’ Federal Credit Union with just seven members, Navy Federal has grown into a full-service financial institution offering checking and savings accounts, auto and personal loans, mortgages, credit cards, investments, and insurance to members of all military branches, veterans, Department of Defense civilian employees, and their families. Unlike a bank, Navy Federal is a not-for-profit, member-owned cooperative chartered and federally regulated under the authority of the National Credit Union Administration (NCUA). This means it is not publicly traded, it pays no federal income tax, and its earnings are returned to members through better rates and lower fees rather than to shareholders.
Membership eligibility: Navy Federal membership is not open to the general public. Eligible members include: active duty, retired, and reserve members of the US Navy, Army, Marine Corps, Air Force, Space Force, and Coast Guard; DoD and Coast Guard civilian employees and contractors; veterans; and immediate family members or household members of existing Navy Federal members.

How to Escalate a Complaint
- Call 24/7 Member Service first — 1-888-842-6328. Document the date, rep name, and case reference number. For billing disputes, fee reversals, or account errors, request a supervisor or senior representative on the first call.
- Use secure message in your online account — Log into navyfederal.org and send a secure message through your account portal. Written secure messages create a documented, timestamped record of your complaint and the credit union’s response.
- Visit your nearest Navy Federal branch — With 370+ branches worldwide including locations near major US military installations, an in-person visit to your nearest branch and a request to speak with the Branch Manager is often the fastest route to a resolution for account-level issues.
- Send a certified letter to the Vienna HQ — Write to Navy Federal Credit Union, Member Resolution, 820 Follin Lane SE, Vienna, VA 22180. Include your member number, account details, prior contact dates and rep names, and the specific resolution you are requesting.
- Contact the NCUA — Navy Federal is federally chartered and regulated by the National Credit Union Administration. File a consumer complaint with the NCUA at ncua.gov/consumers or call 1-800-755-1030. The NCUA requires Navy Federal to formally investigate and respond to filed complaints.
- File with the CFPB — The Consumer Financial Protection Bureau handles complaints against credit unions with more than $10 billion in assets. Navy Federal qualifies. File at consumerfinance.gov/complaint — CFPB filings require Navy Federal to respond within 15 days.
- Contact the Congressional liaison for military members — For active duty or veteran members experiencing unresolved issues involving VA loans, military lending act protections, or Servicemembers Civil Relief Act (SCRA) protections, contact your US Representative or Senator’s constituent services office. Congressional inquiries to financial institutions receive expedited responses.
Executive Leadership
Dietrich Kuhlmann — President & CEO (since March 1, 2024)
Kuhlmann is the current President and CEO of Navy Federal, the world’s largest credit union. He joined Navy Federal in 2019 following a distinguished 34-year career in the United States Navy, retiring as a Rear Admiral. During his naval career he served in a range of leadership roles including commanding officer assignments, joint and combined operations, and senior staff positions at the Pentagon and with Naval Reactors. His final active duty assignment was Deputy Director of Naval Reactors under the US Department of Energy. After joining Navy Federal in 2019, he served as COO from February 2022 to March 2024 before ascending to President & CEO, succeeding Mary McDuffie who retired after 24 years with the organization. His leadership style is deeply shaped by military values of mission focus, accountability, and service — which aligns naturally with Navy Federal’s membership base and its core motto: “Our Members Are the Mission.” He assumed the CEO role during a period of exceptional growth — Navy Federal crossed $200 billion in assets in 2026 and added over 1.7 million members in 2025 alone. He is also a board member of the United Service Organizations (USO).
Kara Cardona — Chief Operating Officer
Cardona serves as Navy Federal’s COO, overseeing day-to-day operations across the credit union’s branches, campuses, and member services infrastructure. She was confirmed in the role when she announced the appointment of Rear Admiral John Menoni as SVP of Branch Operations in September 2025 — a signal of Navy Federal’s ongoing commitment to placing retired military leaders in senior operational roles that directly interface with its military membership base.
Rear Admiral John V. Menoni, USN (Ret.) — SVP, Branch Operations (since late 2025)
Menoni was appointed Senior Vice President of Branch Operations in late 2025, overseeing the strategic direction of Navy Federal’s global network of more than 370 branches and its operation of the Department of Defense’s Overseas Military Banking Program (OMBP) — which provides on-base banking services at US military installations overseas. He replaced Keith Hoskins, who was elevated to lead Navy Federal’s new Military Affairs and Strategic Partnership unit.
